The refinery is organized around a structure which includes the Directory General and 3 directorates, namely: Engineering and Maintenance Directorate, Operating and Technical Services Directorate and the Financial and Administrative Directorate. Under each of these 3 directorates are a number of departments and under each department fall a number of sections in charge of a number of employees. A total of 158 jobs are designated by the Refinery in which 150 long-term employees are engaged, the majority of which are from the local area .

The refinery contributes since its initiation in community development especially in terms of training, with a section designated to this task and which aims to train and develop those working in the refinery as well as students, in order to achieve the following:-
1 - Support higher education by providing training opportunities for students and graduates of universities and higher institutes, by coordinating with universities inside and outside Sudan. There are training opportunities for Sudanese students in international universities based on their universities’ request #endregion .
2 - Improvement of the academic level of students by providing them with practical training .
3 - Providing opportunities for students’ graduation projects based on requests from universities especially University of Kordofan in all specialties (chemical engineering – mechanical engineering – electrical engineering – environment and safety – accounting – business administration, etc.) .
4 - Providing practical training opportunities for a number of students from Donbesco Institute and Khor Taggat Institute for Vocational Training in Elobeid for 5 months every year .
5 - Students gain the maximum benefit by participating in regular maintenance work, especially students from Donbesco Institute and Khor Taggat Institute for Vocational Training and students studying mechanical and electrical engineering in University of Kordofan .
6 - Providing group training opportunities for university students through coordination between the refinery and the university administrations, for example University of Kordofan, Nielein University, Elimam Elmahdi University, Sudan University of Science and Technology, Elsalam University, etc., where these group visits are arranged for graduate students according to plan .
7 - Provision of training opportunities for graduating students depends on the refinery’s situation and the available opportunities based on the training department’s plan and the different departments’ situations .
8 - School students are given the opportunity to visit the refinery to get to know the refinery and gain information about petroleum in Sudan .

The Secretary General's Office is responsible for connecting and organizing the relationship of the Director-General with all departments and departments on the one hand and with external bodies such as concerned ministries, partnerships and others, in addition to the relationship of the Secretariat in the coordination of public relations .
The department puts in place the general plan for operating the refinery and the movement of crude oil and products, as well as all operating activities and stopping the refinery and its supporting units. It is also tasked with giving orders for controlling the unit’s activities that have environmental dimensions and safety and occupational health dimensions, as well as releasing the procedures and instructions that fulfill the requirements for the quality program specifications and the environment health systems specifications. The department also grants work permits keeping in consideration the hot work permits. It also plans the daily operational activities of the refinery and reviews the daily production accounts, and helps plan for regular maintenance and reoperation of the refinery. It puts in place the necessary measures for emergency preparations and takes into account the implementation of environment safety and health regulations in the refinery. The department falls under the Operations and Technical Services Directorate and contains for shifts that work in turns, as well as a supervisory for the movement of crude oil and products.
The devising provides the technical services the required for operating and production and the engineering works that necessary for designing, installing and repairing the equipment. The division main tasks are: - The technical and consultation services for operating, lab, and other divisions. - Adjusting and monitoring the best operational plans for the refinery in order to increase products and quality. - Providing the technical studies regarding the developing or adjusting the operations or equipment, based on the lab tests. - Checking the specification of the crude and products during the refining and before delivery. - reporting the equipment performance and enhancing its operational circumstances. - Purchasing the refining equipment, lab devices, and the chemical materials. - Managing the technical records and its related data. - Preparing the budgets of the energy, crude, and technical specifications.
Organizing and managing the financial and accounting works of the Authority in order to achieve its objectives in coordination with the various departments and implementing the financial and accounting policies and procedures with a view to preserving the assets of the Authority and optimizing the available resources.
The Department of Administrative Affairs is one of 2 departments of the Admin and Finance Affairs Directorate and contains the Personnel Affairs unit and the General Services unit. Each unit is headed by a unit supervisor. Under the Personnel Affairs unit there is the Personnel Affairs writer, printing and office services and under the General Services there is Public Affairs, porters, drivers and rest house guards. The Admin department carries out all administrative activities in the company starting from recruitment, vacations, loans and general services, petrol and sanitation and vehicle supervision. It also has an accompanying afforestation program which has made much progress in planting trees inside the refiner and around the fence and outside the refinery on the road leading to Elobeid City. The number of trees has reached around a quarter of a million trees .
This department is handling the maintenance tasks for all the components of the refinery, to increase the performance of the machines and insure its ability. The department is also responsible of the regular check for the machines & equipment, and carrying out the project, and providing the spare parts in its storing circumstances. The department runs by 37 person divided to 5 divisions: - Engineering Examination. - Mechanical Maintenance. - Electricity and Equipment. - Engineering Office. - Supplies and Stores.
The department falls under the Engineering and Maintenance Directorate and includes 2 supervisories: the electrical supervisory and the equipment supervisory, with 10 positions designated for the head of department, electrical supervisor, equipment supervisor and 7 technicians. The section is tasked with all preventive and remedial maintenance for the electrical and electronic equipment and appliances, as well as installing the equipment and appliances in new projects. The department conducts internal calibration and supervises all equipment calibrated externally. The department provides technical consultations necessary for new projects planning. The department participates in training university and technical institute students and research students as well as national service employees. The department participates in the community support provided by the company.
The Mechanical Maintenance Department falls under the Engineering and Maintenance Directorate and is considered one of the main departments in this directorate as it is tasked with all different types of mechanical maintenance (planned maintenance and corrective maintenance for all stationary and rotating equipment). This work is accomplished through a number of individual who form the department’s structure, namely: the head of department, maintenance supervisors, workshop foreman, civil engineering foreman and a number of technicians (mechanical fitters and pipe fitters, turners, welders, civil engineer workers and drivers for different vehicles.
The department falls under the Engineering and Maintenance Directorate and is tasked with examination, precision and testing of stationary equipment and their quality assurance, and that they work under safe operational circumstances. The department renews and records the stationary equipment’s information in a timely manner to avoid its sudden collapse, as well as making a plan for examination of equipment in the major maintenance and during operation while prioritizing sensitive equipment. The department also carries out examination of welding works to assure their quality by carrying out the necessary non-destructive tests, relying on several testing techniques the most important of which are ultrasound examination, optical examination, liquid penetrating testing and magnetic examination. The department also assures the capacity building of welders and assuring their competence whether those employed by the refinery or contractors tasked with implementation of the refinery’s projects.
The department falls under the Engineer and Maintenance Directorate and is tasked with storage of material for all the refinery’s departments. It contains a number of stores and holds around 8000 types in form of imports and expenditure movement (12s, 46) connected via computer to a complete system that contains monitors for input and output and connected the administrative and monitoring works, as well as archived reports from day to year (including prices and quantities in the store), and information about stored items at any time with the necessary accuracy for all import and expenditure. The department has 5 individuals.
The Engineering Office is one of the refinery’s Engineering and Maintenance Directorate departments tasked with follow up of new projects and their implementation, as well as modification works in terms of plan preparation, and follow up of implementation and additions that may be made to the refinery, the site plans and refinery tools. Aside from the head of department there is also a drawer who is tasked with the different drawing positions inside the refinery.
ORC’s policy on provision of a safe and productive workplace for all its workers and contractors and visitors and the local community, through making the safety system a main part of and requirement for the different activities conducted by the company. To accomplishment this goal we are committed to the following: - Working on prevent the occurrence of injuries among workers. - Promoting a positive safety culture among all activities carried out. - Modification and implementation of safety plans to guarantee the preservation of environment health and safety. - Limiting and minimizing hazards, practices and behaviours that are considered unsafe and may cause accidents. - Emphasizing the protection of workers and the environment from harm by continuously pursuing our goal of zero casualties. - Training of all workers to carry out their required duties and assuring the availability and use of the appropriate safety gear. - Maintain workers’ health by assuring it is monitored at all times - Promotion of the policy pertaining to halting all work not adhering to safety regulations for all workers and contractors, and that they are responsible for stopping any work considered unsafe.
The internal auditing unit is an independent position inside the refinery that aims to examine all financial and accounting issues as well as other issues concerning the refinery, with the aim of serving the administration, as a type of administrative monitoring. It aims to measure and evaluate the degree of adequacy of the other control systems. The main goal for the internal auditor is to support the company’s administration in carrying out its responsibilities by examination, evaluation and giving its opinion in the policies, plans, procedures and records, especially those concerning with the following: 1. The adequacy of the accounting and finance systems used in the refinery and adequacy of the monitoring systems used for the institution’s operations 2. Implementation of the policies put in place by the project’s administration 3. Protecting the company’s assets from all types of loss 4. Accuracy of the accounting data contained in books and records 5. Follow up of performance implementation and its evaluation in terms of quality and reaching administrative adequacy in general. The internal auditing unit falls under the director general’s office .
The Information Technology Department is considered one of the most important departments in the refinery and is responsible for all systems in the refinery and all computers and related networks and maintenance, and also training the staff and others from abroad. p>
From an administrative point of view, the department reports to the general manager and consists of the department head, the systems and applications supervisor, the information security and user support supervisor, and the networks and protection supervisor. p>
